Southern Tower D-3
Southern Tower D-3 consists of a well-proportioned, octagonal concrete tower that features a concrete cornice and corbels, red brick veneer infill panels, and is capped with a one-storey observation deck and security gallery. Southern Tower D-3 stands at the southwest corner of the south wall of the Prince Albert Penitentiary, which is located on the south bank of the North Saskatchewan River and is surrounded by agricultural lands and mixed-use buildings. The designation is confined to the footprint of the building.
Southern Tower D-3 is a Recognized Federal Heritage Building because of its historical associations, and its architectural and environmental values.
Historical value:Southern Tower D-3 is associated with the national historic theme of the Canadian justice system and the development of a system of corrections as a response to a need for a graduated tier of penalties to enforce the law. The construction of the penitentiary’s walls and four corner towers, including Southern Tower D-3, between 1922 and 1926, defines the termination of the first and most important phase in the development of the Prince Albert Penitentiary. A fundamental component of the protective network of the penitentiary, the completion of the towers and walls signified the achievement of the minimum departmental standard for a complete federal correctional facility.
Architectural value:The Southern Tower D-3 is a good example of a tower designed in the architectural tradition of castles and fortresses, and handled with a modern sensibility. Balanced and well proportioned, the form of the Southern Tower D-3 is derived from a classical column and is composed of an octagonal shaft featuring a base, projecting concrete cornice and corbels, and a one-storey observation deck with security gallery. Constructed of durable, good quality materials, the tower displays a high level of craftsmanship in the execution of the exterior concrete cornice and pilasters, and the red brick veneer infill panels.
Environmental value:Southern Tower D-3 is located at the southwest corner of the penitentiary’s south wall, and together with Towers D-1, D-2 and D-4, it reinforces the institutional character of the prison. Southern Tower D-3’s distinctive form and location contribute to the identification of the penitentiary, and make it a conspicuous landmark within the area.

La tour sud D-3 est une tour de béton octogonale bien-proportionnée qui se distingue par une corniche et des corbeaux en béton ainsi que par des panneaux de placage intercalaires de briques rouges; elle est coiffée d’un poste d’observation d’un étage avec une galerie de sécurité. La tour sud D-3 occupe le coin sud-ouest du mur sud du pénitencier du Prince Albert, lequel se trouve sur la rive sud de la rivière Saskatchewan-Nord au beau milieu de terres agricoles et de bâtiments divers. La désignation se limite au tracé au sol du bâtiment.
La tour sud D-3 est un édifice fédéral du patrimoine reconnu en raison de son importance historique, de l’intérêt qu’il représente sur le plan architectural et de la place privilégiée qu’il occupe au sein de son milieu.
Valeur historique :La tour sud D-3 est associée au thème historique national du système judiciaire canadien et de la création d’un programme de services correctionnels dans le but d’établir un système de catégories de peines pour appliquer la loi. La construction des murs et des quatre tours de coin de 1922 à 1926, dont la tour sud D-3, a mi-fin à la première et plus importante phase de développement du pénitencier du Prince Albert. La fin des travaux de construction des tours et des murs, qui sont des éléments fondamentaux de l’enceinte de protection du pénitencier, a marqué l’atteinte de la norme ministérielle minimale pour un établissement correctionnel fédéral complet.
Valeur architecturale :La tour sud D-3 est un bon exemple d’une tour conçue selon l’architecture traditionnelle des châteaux et des forteresses et exécutée de façon moderne. Elle est équilibrée et bien proportionnée, avec une forme qui s’inspire d’une colonne classique se composant d’un fût octogonal formant la base, d’une corniche et de corbeaux de béton en saillie ainsi que d’un poste d’observation d’un étage avec galerie de sécurité. La tour a été construite avec des matériaux durables de bonne qualité. Les corniches et pilastres de béton extérieurs ainsi que les panneaux de placage intercalaires de briques rouges ont été remarquablement exécutés.
Valeur environnementale :La tour sud D-3 se situe au coin sud-ouest du mur sud du pénitencier. Avec les tours D-1, D-2 et D-4, elle renforce le caractère institutionnel de la prison. La tour sud D-3 possède une forme distincte et un emplacement qui contribuent à l’identification du pénitencier, ce qui en fait un point de repère connu dans la région.
