Sainte-Anne-des-Monts Old Jail

The old jail of Sainte-Anne-des-Monts, a cited historic monument, is an institutional building constructed in 1918. The rectangular, two-storey brick building is topped by a hip roof. An annex, also two storeys high, is located at the rear of the building. The old jail is set back on the oldest thoroughfare in the village core of the municipality of Sainte-Anne-des-Monts.

The heritage value of the old jail of Sainte-Anne-des-Monts lies in its historical interest. It bears witness to the justice system at the turn of the 20th century. At that time, Québec was divided into judicial districts forming autonomous administrative divisions. These were subdivided into counties whose chief town had to be provided with a courthouse to accommodate a court, a registry office and a jail. The county court was an inferior court whose jurisdiction dealt essentially with small civil claims. The first courthouse in Sainte-Anne-des-Monts dates from 1893. It was built on land given to the municipality by Joseph Thibault, former registrar of the registry office. Destroyed by fire in 1917, the building was rebuilt in 1918. It housed the county courthouse, the registry office, the jail and the jailer’s lodging. The institutional function of the former courthouse continued when the Sainte-Anne-des-Monts town hall occupied it from 1974 to 1981. Afterwards, the caisse populaire and the youth centre moved in. The old jail of Sainte-Anne-des-Monts is the oldest public building in the municipality.

The heritage value of the old jail of Sainte-Anne-des-Monts also lies in its architectural interest. The building is an example of institutional architecture from the first quarter of the 20th century. It stands out for its sobriety and its austere, functional character. The building has the forms and features common to the county courthouses built at that time, with its rectangular plan, symmetrical façade, brick masonry and hip roof. As a security measure, the vault is located outside the main building, in an annex at the rear.

Vieille prison de Sainte-Anne-des-Monts

La vieille prison de Sainte-Anne-des-Monts, citée monument historique, est un édifice institutionnel construit en 1918. Le bâtiment en brique, de plan rectangulaire et à deux étages, est coiffé d’un toit à croupes. Une annexe, également de deux étages, est implantée à l’arrière de l’édifice. La vieille prison est située en retrait sur la plus ancienne artère du coeur villageois de la municipalité de Sainte-Anne-des-Monts.

La valeur patrimoniale de la vieille prison de Sainte-Anne-des-Monts repose sur son intérêt historique. Elle témoigne du système de justice au tournant du XXe siècle. À cette époque, le Québec est divisé en districts judiciaires formant des divisions administratives autonomes. Ils se subdivisent en comtés dont le chef-lieu doit être pourvu d’un palais de justice pour accueillir une cour, un bureau d’enregistrement et une prison. La cour de comté est un tribunal inférieur dont la juridiction touche essentiellement les petites causes civiles. Le premier palais de justice de Sainte-Anne-des-Monts date de 1893. Il est implanté sur un terrain offert à la municipalité par Joseph Thibault, ancien registraire du bureau d’enregistrement. Détruit par un incendie en 1917, l’édifice est reconstruit en 1918. Il abrite le palais de justice de comté, le bureau d’enregistrement, la prison et le logement du geôlier. La fonction institutionnelle de l’ancien palais de justice se poursuit lorsque l’hôtel de ville de Sainte-Anne-des-Monts l’occupe de 1974 à 1981. Par la suite, la caisse populaire et la maison des jeunes s’y installent. La vieille prison de Sainte-Anne-des-Monts constitue le plus vieux bâtiment public de la municipalité.

La valeur patrimoniale de la vieille prison de Sainte-Anne-des-Monts repose également sur son intérêt architectural. L’édifice est un exemple d’architecture institutionnelle du premier quart du XXe siècle. Il se démarque par sa sobriété, son caractère sévère et fonctionnel. Le bâtiment possède les formes et les caractéristiques communes aux palais de justice de comté construits à cette époque, avec son plan rectangulaire, sa façade symétrique, sa maçonnerie en brique et son toit à croupes. Par mesure de sécurité, la chambre forte est située à l’extérieur du bâtiment principal, dans une annexe à l’arrière.
