Municipal Building

The municipal building, a cited historic monument, is a public building constructed in 1922. The large two-storey red brick building, rectangular in plan, is topped by a gable roof concealed behind a screen façade. A one-storey annex stands against the left side façade. The municipal building is located close to the street, near Saint-Guillaume church and the convent, in the heart of the municipality of Saint-Guillaume.

The heritage value of the municipal building lies in its historical interest. This building bears witness to the civic, cultural and social life of Saint-Guillaume. It replaced a first municipal hall built in 1871, which served as a meeting place for assemblies for nearly half a century. At the turn of the 20th century, Saint-Guillaume expanded. New infrastructure needs arose, notably owing to the arrival of the Canadian Pacific railway. The municipal building was built jointly by the parish and village municipalities in 1922. It housed a fire station and a large municipal hall. The building also hosted parish and municipal assemblies and numerous cultural and social activities. At the top of the façade, a large sign bearing the inscription “Édifice municipal 1922” signals its public function. This building is today one of the oldest public buildings in Saint-Guillaume.

The heritage value of the building also lies in its representativeness of the municipal buildings of small municipalities. At the turn of the 20th century, fire and police services were often housed in the same building. The town hall then occupied a separate building. In rural or village settings, the fire station and the council chamber were instead grouped in a single building. The Saint-Guillaume municipal building is characteristic of this type through its imposing dimensions, its two-storey elevation and its large ground-floor doors. The municipal building is a structuring element of the townscape owing to its location near the church and the school.

The heritage value of the municipal building also lies in its association with Louis Caron fils (1871-1926). He came from a famous family of architects based in Nicolet. Louis Caron fils is known particularly for his religious and institutional architecture. During his career, which extended from 1890 to 1929, he designed some forty churches, including the Saint-Jacques church in Saint-Jacques (Lanaudière). The plans and specifications for the Saint-Guillaume municipal building are by Louis Caron fils. The building was constructed by J.-A. Nadeau, a draftsman and contractor from Drummondville. Louis Caron fils also drew up the plans for the Saint-Guillaume convent (1906). He was also responsible for renovation work on the Saint-Guillaume church in 1901. The choice of Louis Caron fils for the municipal building illustrates the relationship of trust established between the municipality and this architect, well known in the region.
