Domaine-de-Lotbinière Mill

The moulin du Domaine-de-Lotbinière, classified in 1964, is a water-powered flour mill erected in 1799. The imposing rectangular, two-and-a-half-storey stone building is topped by a straight-pitched gable roof of moderate slope. The designation also applies to the land. The moulin du Domaine-de-Lotbinière is located on vast grounds near the St. Lawrence River, in the municipality of Lotbinière. It is surrounded by a protection area. A prehistoric and Euro-Québécois archaeological site is associated with the property.

The heritage value of the moulin du Domaine-de-Lotbinière lies in its historical interest. Built in 1799, this mill is a witness to the former seigneury of Lotbinière. Granted to René-Louis Chartier de Lotbinière (1641-1709) in 1672 by the intendant Jean Talon (1626-1694), the seigneury was enlarged twice, in 1685 and 1693. The Domaine-de-Lotbinière, which was the land reserved for the seigneur, was the historic centre of the seigneury in the 18th century. The first settlers built a church there in 1693, and the fief developed slowly in the 17th and 18th centuries. The core of the seigneury then shifted to the wharf area, and later farther west, with the erection of the moulin du Portage (1815) and the rebuilding of the église Saint-Louis (1818). The moulin du Domaine-de-Lotbinière is one of the rare buildings that evoke the first centre of development of the seigneury.

The heritage value of the moulin du Domaine-de-Lotbinière also lies in its archaeological interest. Excavations have revealed traces of a prehistoric Amerindian presence as well as Euro-Québécois remains, including those of a church and a chapel. These remains provide information on the antiquity and nature of the occupation of the territory by Amerindians and on the history of the seigneury.

The heritage value of the moulin du Domaine-de-Lotbinière further lies in its representativeness as a water-powered flour mill. A mill such as this one is called a “moulin banal” (seigneurial mill), because the seigneurial system obliged seigneurs to build a flour mill for their censitaires, who had to have their grain ground there and pay a milling fee in return, known as the droit de banalité. The seigneurial mill sometimes occupied, as in the case of the moulin du Domaine-de-Lotbinière, the centre of the seigneury. This large building is representative of the water mills of the St. Lawrence Valley through its imposing stone masonry and its two-and-a-half-storey elevation. It bears witness to an important socio-economic activity associated with the seigneurial system.
